Why local matters for these documents in particular
Most PDFs are dull and it does not matter where they are processed. But a specific set of documents arrives as a PDF precisely because it is important, and those are the ones people most often need to merge, compress, or unlock: a signed lease, a mortgage application, a tax packet with your national insurance or social security number on every page, a medical letter, a payslip, a bank statement covering six months of spending.
The awkward thing is that the need to process them is highest exactly when the sensitivity is highest. A tax packet needs merging because the accountant wants one file. A statement needs compressing because the portal caps uploads at 5 MB. A payslip needs unlocking because it arrives password-protected every month. The document being important is what creates the task.

What this does not do
Being straight about it, because the trade is real. Very large files are bounded by how much memory your browser gives a tab, so something a server would chew through may fail here. Compressing a PDF turns its pages into images, which costs you the text layer. PDF to Word reconstructs paragraphs rather than recovering the original document, because that information is not stored in a PDF. OCR is a best guess from pixels, not a lookup — it is good on clean scans and unreliable on angled photographs and handwriting.
Each tool page says plainly what it preserves and what it drops. That is a deliberate choice over promising a perfect round trip that no converter can actually deliver.

Are these tools really free?
Yes, all of them, with no paid tier. Display ads cover hosting.
Is a password-protected PDF safe to unlock here?
The password is used in the tab to decrypt the document and then discarded. It is never stored or transmitted — which is the whole reason to do it locally rather than uploading both the file and its password to a service.
What is the file size limit?
There is no fixed limit. The constraint is your device's memory, so a laptop handles far more than an older phone.
Does merging or splitting reduce quality?
No. Pages are copied as objects rather than re-rendered, so text stays selectable and images keep their original compression.
Can I use these offline?
Once a tool page has loaded, the conversion needs no connection.
